What brand/model machine is it? If it is an older "mechanical" machine, ie early 80's or older. It probably needs a good cleaning and OILING. The old oil may have solidified over time and the motor is having difficulty moving the parts that are semi-frozen. Continuing to run the motor against the resistance could burn out your motor. Take it for service or consult your manual on how to clean and oil.; Use good quality sewing machine oil, NOT 3-in-1, WD40, or cooking oil.

Have it serviced as there may be build up of fluff jamming the moving shafts
during the service the operation of the motor and speed control will be checked as well

I have a singer heavy duty 4423 I am sewing a curtain out of a sheet every time I try to reverse sew my machine jams up but straight sewing seems to be ok

Machine sewing too slow,

Sewing to slow
the leading causes of a sewing machine running too slow are the following: "Thread jam, Incorrect oil or lubricant used, Not lubricated correctly, Machine unused for long time - Gummed up, Belt too tight or too loose, Machine needs thorough cleaning, Worn or bent parts."
Unplug the machine. Look for thread wrapped around the motor shafts or any other motor or bobbin part. Use tweezers to lift thread to snip with scissors. Use tweezers to pull the thread away from the machine parts. Plug in the machine and test.
Unplug the Singer machine. Remove the bobbin and insert a newly wound bobbin. Blow the dust from the bobbin area. Use tweezers to pull out any thread pieces in the bobbin area gears. Plug in machine and test
How often you will need to clean and lubricate the machine will depend on how often you will use it. When in regular use, the machine should be cleaned periodically to remove lint and fluff which may have accumulated around the working parts."

have you checked to make sure the plug is correctly in the machine
one time I was sewing on my necchi electronic machine & it for some reason was going slow like you mentioned & so I started checking different thing & found the cord to the foot pedal was laying in side the foot pedal & it couldn't go any faster untill I moved the cord out of the way
it could also be the motor
& also the power cord & foot pedal
it's possible it needs to be serviced since it's been sitting up so long & since it's sewing at a snails pace
