All appearances - No fuel to ignite!
evrything else looks good, proper gas pressure, proper volts at igniter, etc - it should ignite! If fuel present, heater should Fire!
make sure all valves are open.
Gas valve is ON
AND purge any air from gas line.
IMPORTANT ****. If you bled gas line, don't try to ignite for a few minutes. Allow gas to dissipate first, use a fan to help.
I just installed a brand new Pentair MasterTemp 250 heater with the same problem, heater would cycle through but not ignite, showing error ERR IGN. The unit did not display any other error codes on the heater display or on the control board underneath the top of the unit. It turns out that that the gas regulator was not delivering enough gas to successfully light the heater. We had to remove cap in the center of the round gas regulator and turn cross hair screw clockwise to adjust ferrule spring in gas regulator to deliver more gas pressure. The system started immediately after making the adjustment.

to test the presure sensor jump the wires that plug in to the sensor if it turns on the presure sensor is bad and the the thermostat do you mean thermo sensor the one that checks the water tep follow the wires to were they plug in turn power off get your finger wet and put it were it plugs in on the 2 prong and turn it on the heater will light up if the sensor is bad

This reminds me of some of the High temp sensors ive replaced. I would start with checking the pumps flow to the heater. Make sure there are no abstructions and at least 35 GPM (gallons per minute) running to the heater. If your flow is too low, you will trip the high limit sensor after a short while.
This could also mean you need to clean out the heat exchanger. When an exchanger gets dirty, it blocks the flow of water, slowing it down and "super heating" itdue to the water being in contact with the exchanger for too long. This will also trip the high limit and call for service.

First of all, the 8.35 W.C reading is actually the static inlet pressure. The actual inlet running pressure will be slightly lower once the unit fires up. Secondly, 65Volts at the igniter is way too low. It should be recieving 120volts
