Put the watch in any form of light for some time. Sun is best but not necessary. When the second hand stops running, it is a sign that the capacitor is low. The eco drive is a solar powered watch. When exposed to light, it converts the energy from the light and stores it in an internal capacitor which is really a battery that will last about 20 years.
My watch was in the drawer for over a year and stopped working. I flashed my iphone torch directly on it for literally about 3 minutes and BRAVO it's working again.
You probably need a new capacitor in the watch it, sounds like there is a malfunction. Eco drives should only go to Citizen for repair you can sent it in yourself and save ALOT of money!!
Eco-Drive powered watches can be finicky. They need a LOT of sun to initially charge the power cell, and then some strong light each day to maintain them charged.
Put the watch in the window for a few days to see if it comes to life, if it does not the power cell may need replacement.
Some of the earlier Eco-Drives used a capacitor that does not like to be run down from not being exposed to enough light, and will fail sooner than the newer power cells.
DO NOT TRY TO CHANGE THE BATTERY! There is no battery! Eco drive watches have a capacitor that is charged by light! Put it in a sunny window for a day OR set it under a cool light. Check it often to see if it starts working, if after a few hours its still not running then take it to a local watch repair business. Its possible that the capacitor is bad. They are also very difficult to set so you will need your manual if you want to attempt it on your own!

Put your watch under lamp light for 12 hours I hope that will solve the issue if not then capacitor need to be replace or watch need cleaning
