Check the lid switch for proper operation, most likely it has failed. Watch the video, then mark me down as helpful. I believe I told you this in another question, but the number you provided is a control board number, not the model number of the machine. Either way, it's made out of whirlpool parts.
Often agitator tops do spin somewhat freely, for safety reasons. Most of the work gets done at the bottom, anyway. Unless your clothes are getting tied in knots, I wouldn't worry about it.
But if you want to look, they're usually not that hard to remove. I can't picture yours off the top of my head, but look for a cap/cover/cup on top that can be removed by hand, and there might be a bolt underneath that. There's usually a lot of friction in addition to the bolt holding it in place, so you might use an old towel slipped under the agitator and cinched to give you more leverage/grip.
Pop the top cap of the agitator off. Reach inside with a pair of pliers to pull out the plastic cover. Take a 7/16 socket wrench with extension and remove the bolt. Pull up on the agitator to separate it from the bottom portion.
