According to Hitachi themselves, there is no such set with model number C29-F100. The closest one they have on file is the C29-F800. Perhaps your set is an over-seas set, originally sold in Japan? The original remote has a MENU button surrounded by 4 "arrow" buttons - arrow up, down, left and right. For the C29-F800, using the original remote, press the MENU button 4 times or the SETUP button once. There should be 4 choices on that page and the first one, the one on top, is LANGUAGE. Highlight the first one using the "arrow down" (also labeled P-) button and select the language ENGLISH using the left or right arrow buttons. Exit the menu by pressing MENU 3 more times or SETUP once. I believe I can download the owner's manual for the C29-F800 and send it to you if you need it.
SOURCE: The language is in Arabic writing.
I just went through this agony for 3 days and found this on another blog for reseting the TV. It totally worked and got me to the language set up. Go to the front panel of the panel. Manually turn the TV OFF. Via the Front Panel push the INPUT (Function) Button in & Hold. Now use the power button on the front of the TV & turn ON the TV. I then used the remote to arrow up to English.

You can customize your keyboard for a specific
language or format by changing the keyboard layout. The layout controls
which characters appear on the screen when you press the keys on your
keyboard. Some input languages have several keyboard layouts; others
have only one. For example, you can change your keyboard layout from
the English QWERTY format to the English Dvorak format. After you change
the layout, the characters on your screen might not correspond to the
characters on your keyboard keys.
Before you can change the keyboard layout, you must add the input language and keyboard layout that you want to use to Windows. For more information, see Add an input language.
