How to operate a wheel balancer phoenix pwb 1530

Installation
Remove Wheel Balancer from shipping crate and pallet.
Place Wheel Balancer on flat and stable floor.
Install the Safety hood.
Install threaded rod to spin rod extruding from side of the machine
using the hex bolt.
If Wheel Balancer shakes or moves while spinning the wheel, it needs to be bolted to the ground to ensure proper function.
Electrical plug is preinstalled to fit North American 110 volt electrical socket.
Plug into proper electrical socket. Do not hard wire directly to your electrical source. There is no power surge protection on the machine. Please use a power surge protector to ensure your machine is not damaged.
Install the wheel balancer in a dry and safe environment. Exposure to moisture or extreme heat can damage the components inside the wheel balancer.

Steering wheel wobbles and tires seem to wobble as well

Jack it up at each wheel, spin the wheel, watch it to see if it is out of round, if there might be a bubble in the tire anywhere, (cords break inside the tire), or if the rim is bent. Use chalk as it spins to locate slight flaws. Compare wheel to tire while spinning. Check to see if the wheel is loose either at the hub, axle or lug nuts. Make sure your A frame or tie rods are not coming loose. Use pry bars to see if everything is tight. If your wobble is only when braking it is probably a un-evenly worn brake rotor. Always chock (block) your wheels and apply emergency brake while jacking up a car. Take your time and be safe. Do not get distracted if you are running a jacked up car. Apply brake before moving shifter back to park to stop spinning wheel.

The engine seems to cut out intermitenly, it kind of bucks, it almost feels like the transmission kicking out of gear sometimes

Is the Transmission give you this problem, check this real quick jack up both front wheel and spin by hand. The wheel shoul spin in different direction as soon as you spin, if you spin one wheel and the other wheel don't spin right a way, and catch up later on then is the problem

2001 ford windstar the right axle spin slower then the left one. What can be the problem i both two new axle and it stil spin slower then the right but it move better do i need to rebuild the trans

I don't think you can assess the condition of the transaxle by spinning the wheels.
The differential in the transaxle converts power from the transmission to the wheels by a set of gears. It would almost impossible for one side to turn at a different speed than the other.
You may have more drag on the brakes on one wheel, or the fluid in the transaxle could cause one side to go slower with the van off the ground.

My spin brushes are not spinning. Took out the spin brush attachment - the main port that the attachment plugs into is not spinning. Is this repairable?

Sometimes it can be the inside rod of the brush barrel has resonated hair build up preventing the, what appears to be clean, brush. Check to see if either end of your brush wheels has a nut or can unscrew to clean inside it.

How do i replace the outer tie rod on my van

Very simple. 1. Remove the front wheel 2. Take the proper size wrench and loosen the nut on the tie rod and rack and pinion 3. Remove the cotter pin from the castle nut where the tie rod goes through the spindle(hub assembly) 4. Remove the castle nut and hit the area where the joint goes through until the shaft comes loose with a hammer 5. spin the outer tie rod off counting the number of spins 6. Reverse this procedure to install. If you need the inner tie rod(inner socket), let me know and I should be able to find a diagram and instructions.

may be frozen brake caliper i would first jack up right side and spin wheel if it is hard to turn u have brake problem if it spins freely u may need tie rod end or ball joint u can check for play when jacked up simpley tug back and forth on wheel side to side 4 tie rod and up and down 4 ball joint could also be bad tire or tire pressure check pressure should be 32psi

First thing I would check is the inner tie rod bushing, common failure on Chrysler products.
