If you filled the fuel tank with gasoline enhanced with ethanol the fuel may be bad and caused the carburetor to gum up. Also Honda engines have a low oil sensor and from your description of the oil, can cause problems with the sensor and the engine won't start. Try changing the oil first and then adding a small engine gasoline additive that helps with stale gasoline starting problems.

Parts are easy to find for honda engines at the small engine shop and on the net. All that you need do is to locate the model and spec number of the engine itself and go to the link below for your parts. Some honda parts are available in assemblies only, like the complete starter. Be sure to check ebay for aftermarket parts. You may save some money. Look for a "starter pawl assembly kit" .

BEFORE you go thru all of the advice and look at most other Honda web
info.....go and buy a brand new spark plug and start with that! It
appears Honda used a NGK spark plug in the past that fails after some
time....giving the syptoms of problems with the carb, sticky valve, etc.
Do not try to clean and use the old spark plug!!
Check this out....it was the answer I was looking for after hours of
work, reading, and talking to Honda dealers ----
