I want to know what is the optimum km range for

Optimum km range for changing oil in any bike should be 1000km or 6 months which ever comes first. The oil in a motor is designed not only for lubrication but also to keep the engine clean, if you leave oil in a motor for too long than you are lubricating your motor with dirty oil, oil also loses its viscosity to lubricate and that is why there is a time span. Both oil companies along with manufacturers have increased there oil change (servicing) intervals to some silly kilometre and time spams, sometimes common sense prevails. Use a good quality oil, no need to buy the top of the range and maintain your bike

Honda Unicorn, after running for some kms, does not accelerate

Rust in the tank is not good. Put a liquid fuel tank liner in it to seal off the rust for good. Clean the carb and install an in-line fuel filter. Where are you getting gas? You may be putting bad gas in the tank, gas with a bit of water in it.

Can I get a “very helpful” rating on this answer? And it doesn’t cost anything extra!

How much fork oil do

Do you have a Owners Manual, it should tells you what is required, but if you don't the standar amount normally runs between 295cc to 325cc. If you put too little it bottoms down and the reverse would be a hard rebound. So, if you are refikking it yourself, try using 300cc to start and do atrial/error way to reach the level you want.
Cheers
