Right turn signal stays lit but doesn't blink. On occasion it will blink if the steering wheel is turned just a bit to the right. Left turn signal blinks though. The horn also doesn't work. I got the horn to work twice but after that it doesn't.
There is a chance it is in the steering wheel but lets try the easy stuff first. Park the car, turn on the blinker and walk around the car. Are they all lit up? A frozen turn signal is often an indicator that a light is out. More often then not it is a rear turn signal but it could be any of them (on the side that is frozen). The Horn on the other had could be worn out contacts. The horn makes contact with the wiring system through a copper spring loaded plate, brushes from the horn make contact with the plates two sides. One side has power, the other side is waiting for the horn switch to be closed to complete the circuit.
Before taking the steering wheel apart test the circuit with a tester. First test the tester on the battery, place one end on the frame and the other on the positive side of the battery (a cheep tester that lights up is fine, just make sure it works first). Next find the horn, find a good ground then place the other end to the terminal on the horn. Have someone try to blow the horn (the engine should be off and the car in park). Then turn the wheel back and forth a little, at this point you may have to start the engine to keep the power steering fluid from sloshing out. Be careful, did the light come on but the horn not blow?
If the light did not come on and the horn did not blow then try tagging the horn with a wire from the positive side of the battery to the terminal. If this worked then you could have a bad switch or a worn out contact. The easiest fix is to get an after market switch for a few bucks and place it under the dash, on the dash or on the steering column. The other choice may be to replace or rebuild the steering column, this is doable but time and money consuming. It might be better to let a shop do this (unless you are like me).

Check the bulbs most likely one is burned out .... that will cause light to not bilnk

Bad ground....and possibly a bad flasher module........stop lamp fuse........corroded wiring between the cab and the tail lights........If your truck has trailer light wiring check to see that it isn't causing the problem.........most after market kits plug into the main plug under the rear of the truck and over time can corrode and create bad connections

If new bulbs don't work, it is probably the harness that holds the bulb. I had to replace both on my car after fighting with the problem for over a year and not knowing.

Have you tried replacing the flasher? You'd think neither side would blink if the flasher was bad but I've seen this happen and it turned out to be the flasher. You could swap the signal flasher with the 4 way flasher to verify that's the problem before going out and buying one. Should be a few bucks at the parts store.

The Trailblazers have a common problem with the printed circuit boards in the tail lamp housing.
Unplug the tail lamp housing at the wiring connector and test for power with a test light. ( With turn signals on) You may have an open circuit in the lamp housing circuit board. Good luck
