When bobbin winder latch is pushed against bobbin, it does not disengage the clutch. Machine still sews. If I take top lid off, I can manually release it by pushing the lever over, replace the top cover and wind the bobbin fine. Once I press the bobbin Winder Reset button down, it will stay. But next attempt to wind a bobbin will not disengage it (or flip up the reset button.

first you must make sure the winder shaft is turning by moving it to the right a little and see if you can turn it by hand.
If it is turning ok then there is a rubber ring on the other end of the winder shaft and it should come in contact with the drive which turnes it ,if it is worn it might need a new rubber.

If you take the top off you will see a tiny rubber tire that engages the winder to the handwheel. Over time they get really soft are really hard and disintgrate. If you have a local sewing shop take the old one in and get a new one to slip on it takes only a few minutes and cost usually less that $2.00

Either the winder rubber has worn down, or there may be some residue on the winder rubber, ot the winder may have seized through lack of oil which is quite common in that case it will need to be replaced

I just picked up a 4613 and had the same confusion. The answer is...the bobbin winder is built in!! What you do is leave the machine threaded as normal and simply slide open the bobbin cover about an inch. You will see an arrow on the cover which you line up with an arrow on the machine bed. In this position, push the presser foot and run the machine and the bobbin will wind itself. It's actually really nice as you don't ever need to unthread the machine.
