When bobbin winder latch is pushed against bobbin, it does not disengage the clutch. Machine still sews. If I take top lid off, I can manually release it by pushing the lever over, replace the top cover and wind the bobbin fine. Once I press the bobbin Winder Reset button down, it will stay. But next attempt to wind a bobbin will not disengage it (or flip up the reset button.
There is a part In the machine that work the bobbin winder that is not functioning like it should, a repair technican can tell you why

first you must make sure the winder shaft is turning by moving it to the right a little and see if you can turn it by hand.
If it is turning ok then there is a rubber ring on the other end of the winder shaft and it should come in contact with the drive which turnes it ,if it is worn it might need a new rubber.

If you take the top off you will see a tiny rubber tire that engages the winder to the handwheel. Over time they get really soft are really hard and disintgrate. If you have a local sewing shop take the old one in and get a new one to slip on it takes only a few minutes and cost usually less that $2.00

Either the winder rubber has worn down, or there may be some residue on the winder rubber, ot the winder may have seized through lack of oil which is quite common in that case it will need to be replaced

I just picked up a 4613 and had the same confusion. The answer is...the bobbin winder is built in!! What you do is leave the machine threaded as normal and simply slide open the bobbin cover about an inch. You will see an arrow on the cover which you line up with an arrow on the machine bed. In this position, push the presser foot and run the machine and the bobbin will wind itself. It's actually really nice as you don't ever need to unthread the machine.

on figure hold and insert bobbins on shuttle race assymble. 
follow the red thread on figure.
lpfull onethe bobbins winder that was a thread and shoul be clockwise rotation when coming out to bobbins case,if you to wound the thread on your bobbins winder, pull threads on spool then wind this in several times 4 to 6 rotation clockwise loop thread on top machine there is bobbins winder disc for tension put winder bobbins on shaft winder near hand wheel push the latch against bobbins winder to fit thead run machine to wind the thread.After hread wound in bobbins winder cut thread and insert winder to bobbin case as shown.
after set up was made on bobbins thread,set also the upper loop thead beginning at top of machine start on spool, pull thread and loop to upper disc tension then to the slot portion as in figure 
as shown and dirction of thread.inset this on the shuttle case.then start looping thread on top of machine as shown
then start adjusting tension on tension dial you can see in fig.Set dial at # 3 at start of set up ,Stich adjustment at #8 to 12 adjust gradually.
should rotate clockwise as shown.insert on shuttle hook casing and close cover needle plate.next thread your upper 
threading tension as shown on red threading from spool pull threading and loop to dial tension threading and insert thread to lever needle and to needle hole tip. pull tread under the needle foot and feeder tooth.rotate hand wheel counter clockwise to hook up thread bobbibs and appear at top of needle plate,teo thread shoul appear,set dial tension to # 3 and stich to # 8 range to # 12 depend on fabric and layer of fabrics and set on straight stich sewing,let needle on upper position insert fabric for trial sewiing.put down foot needle lever. manually by hand rotate for assurance needle is free to sew if obtruction on loop bobbins thread occurs adjust all tension gradually then try again until free from sewing w/o problem star sewing.
