Just got a new Toshiba P75 A7200 Laptop but cannot figure out why "My Passport" 1tb external drive wont show under devices. I have gone into Device Manager / Disk Management and only can see C and D/disk Drives. Help

Ok that sounds really bad. That sounds like a drive head failure. I can show you examples:

Get it checked out by a hard drive recovery service. If u want to see if u can get it to work before you get it serviced, you could try putting it in the refrigerator or freezer for a short while and testing it.
I would just go straight to the recovery service.

Plug the drive into your PC.
Right Click on My Computer (or Computer in Vista/Windows 7) and select Manage.
Click on Disk Management.
Right Click the Volume in question and select Format. Select FAT32 in the options.

I can think of 3 possible causes to your problem:
1. Faulty cable - try replacing the cable by borrowing a working cable from a friend. If this solves the problem then you need to buy a new cable
2. Lack of power - some USB drives especially those for high capacity drives require extra power aside from that provided by USB. If you do not have a separate power leading to your drive, check if there is a separate power slot and run a cable from it to your outlet/USB slot. Just make sure that the voltage levels are correct.
3. USB Slot - some laptops' USB slots do not produce power enough to drive a hard disk. Other devices may work (e.g. keyboards, mouse) but not hard drives. Try to use another slot in your laptop. If this works, remember to use the same slot next time.

From your description it appears that your drive is failing, possibly due to bad sectors. You can check if there are problems with the drive using the free trial version of http://www.hdtune.com/
