I noticed my dishes were not coming out very clean. After inspection, I realized that the top two rinse arms were not spinning at all, and the bottom arm was only just barely spinning. I made sure the arms are free of debris. Water pressure is good. So, I'm not sure what could be the problem
Check spray arms again to see if the very end jet is blocked - or if the spray arm has split? the end jet is angled and that's what turns the spray arm. If you can't clear the blockage, you may need new spray arms. Or try putting the spray arms into a known position, and run the machine - see if they have moved.
The pump may be running, but are you sure it's pumping? sometimes bits of broken glass or pot get into the pump chamber and strip the rotor vanes off. Try setting the machine to wash, make sure you can hear the pump run, then quickly open the dishwasher door to check the flow. If you get a face full of hot soapy water then everything is ok!
Remember that a dishwasher isn't a garbage disposal unit - and remove all food scraps from plates before putting them in the machine. That's what often blocks spray arm jets.

I had a repair guy come out for similar problem. Because food/water/spills can go inside dishwasher, it can short out. It may just need cleaning/drying out. The repairman opened the front and wiped where it looked like spill happened. He also unplugged the green plastic wire thing from black box in upper right corner and took alcohol and cleaned the computer like prongs of both the insert and where it inserts into. It worked. I have since repeated this step numerous times.

The most likely cause is that some of the holes in the spray arm are blocked. Candy wrappers, tooth picks, seeds, nut shells or other food objects can get into the spray arm and block up the holes. If you can't get them cleaned out you may have to replace the spray arm.

I'm the one that reported the same problem in November as "Guest". I fixed mine finally. I removed the middle arm again and noticed that the holes that spray a jet ot water causing the arm to turn aren't the ones on top. On the bottom of the arm there's a small hole at each end. I looked and one of the holes had a small piece of crud in it. I had to use the tip of an ice pick to dislodge it back into the arm. I then ran water into the arm several times hoping to get the item completely removed. I never did see anything come out but I then ran water through the arm holding it so the water could run out one end. The piece didn't show up in the hole again so I tried washing it to the other end. It still didn't show up so I guess it must have washed out the first time. It's been 3 or 4 weeks now and the arm is still functioning perfectly. Hard to believe that one little piece of trash can cause so much irritation. Good luck on this being the problem for others.

Put some CLR on the jet sprayer and use an old tooth brush on the jets.Cleaners do no good if the jets are blocked

Recent changes in the law prevent soap makers from putting phosphates in dishwasher soap so they're not as effective as the were even a few months ago. Unfortunately, the solution is more thorough rinsing before loading.
