Take one of the existing extensions on the system and listen with a normal telephone if you get Dial tone...Then if you do Plug in your Cordless phone and listen if you do get it then... If not..most probably the cordless is faulty.
You could plug your non-cordless phone into suspicious phone jack to see if you have dial tone-if you dont have dial tone, the line maynot be connected and you should open the jack to see if there is more than 1 cable attached. If there is more than 1 cable attached and you dont have dial tone at other end of cable the cable might be cut or shorted somewhere inbetween. You can test continuity by tying 2 wires together and test with a multimeter on resistance to see if it is open circuit or maybe even short circuit. To test for short circuit, untie the cables and you should not get a reading. If you do have dial tone when you plug in non-cordless phone the distance might be to far for receiver to pick it up(ie..greater than 10 metres). I hope this has been helpful.
How are you trying to get an outside line? By dialing 9? If the host system happens to be a TA series, you have to tell it how many lines you have, or that you don't have lines that have hardware ports but no dial tone, since systems select outside lines from the top down.
From System programming, program 400 defines connected lines.
Check to see that you have dial tone from the phone company by using a standard non cordless phone. if you have dial tone then check the cordless phone and make sure you plug into the correct port and ensure that you have the power plugged into the wall. Also, use the same cord from the standard phone that is connected from the phone to the wall to ensure that your line cord is not bad.
sounds like you need a DSL filter, go to page 41 of the manual ("http://service.us.panasonic.com/OPERMANPDF/KXTG1032.pdf" if you don't have it) good luck!
