I also have a Toshiba AW-9790S, and encountered similar problem. The E2-3 would occur sporadically and halt the washing programme. E2-3 error occurs when the washing machine detects that the lid is not properly seated and locked during the rinse or spin cycles. I took mine apart and resolved my problem by cleaning the contacts for the switches. There are 2 contact switches at the lower right side; 1 for sensing the lid is closed and 1 for sensing that the lid lock is engaged. Both the switches were slightly oxidized which prevented current flow and the sensors from working properly.
It happen to me this morning, rather calling the service center. I've tried google a bit. After reading what this guy having, I've decided to take mine apart too (After opening 2 screws at top each side, just slide it to the right and pull up. And take the lid sensor's module out). After cleaning 2 contact switches with sand paper, i sprayed some WD-40, and put everything back, and it works. Thanks
Thanks both of you. Kozeks and Justin, Especially this step (After opening 2 screws at top each side, just slide it to the right and pull up. And take the lid sensor's module out). before that i worried to open cover afraid will break something. After read this i confidence to pull right and up!!! thanks.

Check your lid switch to make sure it is functioning. If your washer fills and doesn't do anything, or stops right after the wash cycle and then does not advance to the rinse cycle or drain, the problem is commonly caused by a lid switch malfunction. The lid switch is usually mounted under the washer top casing, on the right hand side on most top load models. It is activated by a plastic piece on the lid (called a "Lid Strike") through a small hole on the rim of the wash tub opening. In many cases the lid strike breaks off the lid, or the lid switch becomes loose and no longer makes contact. Inspect the lid to make sure the lid strike is still intact, and then inspect the mounting screws (adjacent to the small opening on the wash tub rim) and make sure they are snug. If you determine the switch to be defective, the following link explains how to replace one:

If the switch requires replacement, a new one can be purchased on line at searspartsdirect.com, pcappliancerepair.com, repairclinic.com, appliancepartspros.com. Just use your model number as your search criteria. All these sites offer competitive pricing, so shop all them for the best price.

Close your external inlet valve to the machine. Disconnect hose of washing machine from the valve; keep a bucket there and open the valve to see if water comes well. Next check the screens (filters) on the hose, clean well. This shd be done on both ends of the hose/s. Refit carefully. Check for leaks. If water still (don't forget to open the valve!) does not enter machine change the inlet valve of your wash machine. Can be done yourself. Rate me pl...........if helped.
