From a light in the room below
Unless the power is fed into the light fixture in the room below, you'll need to pull a wire from an outlet or from the panelboard. If this is all finished space, you may wish to call an licensed electrician to do this work for you. They have specialized tools that they can use to route the new lines with minimal damage to your existing finished walls. It will cost a bit, but will probably save you money in the long run since less finish repair work will be needed.

You want to have a dimmer switch only for one of the lights and a regular switch for the remaining light?
