Please remove battery and place the + and - side according to the battery-located instructions or symbols provided. If the tablet does not work after that, please use a different pair of batteries to attempt to turn on the tablet.
See if you can remove the battery out for 1 minute. Put it back and try to turn on your phone. See if it will boot.
If that does not work, please remove the battery out and put it back in right away. Then press and HOLD Volume Down and Power buttons at the same time for 10 seconds. See if it will turn on and work normally or you will see the Recovery Menu.

Connection on tablet from charger to battery is not being made and that is why it is not charging in one unit but charging in other. Till problem is resolved charge battery in other working unit.
Try power draining your computer first. remove battery and ac adapter, then press and hold power button for 15-20 sec. Expect no response since there is no power source. After that, try if pc will now turn on. If it still wont, possibly it will be needing a motherboard replacement.
You need to separate the motherboard from the back of the touchscreen.Don't try to totally disassemble it, just get it to where you can remove the board with the battery.Then you can carefully remove the small board with the battery.
