You want to enable PXE boot. It is generally an option under the Network interface card (NIC). this will force the boot from usb key

I have a HP Compaq

Sorry about this. Have you tried charging your tab to full capacity first. You need to plug it into ac mains and leave for a few minutes to allow the battery get some charge on/in it. Secondly, I am persuaded your tablet PC is windows OS (I stand to be corrected on this please). Was the system board confirmed fully configured/operational with all drivers installed? Aside of drained battery in need of charge or boost; suspected fault may have to do with getting your tab PC to initialize boot sequence.

My screen on the HP tc4400 seemed to be black

Of that vintage, could be the back light bulb have burned out or the power supply to them. I'm surprised the HHD is still running on that year model. For the price you can pick one up for on ebay I would replace the the laptop. If you ever have taken one apart and put it back together its an amazing amount of work (see you tube). And while your mashing it all back together there is a good chance it will all short out and be a wash. Put a external monitor on it does it light up? Either way I would get my files off I want off the drive it maybe the end.

Touchscreen not working

You just need to download and install the driver and it should be fine.

Go to www.hp.com and click on support and drivers then check the download drivers button and finally enter in the model in your case TC4200 and this will open a new page. Next select your operating system and you are now at the downloads page.

Download the drivers, save to desktop (its easy to find again then) and then run it and folow the inscreen instructions and reboot if asked to.

You haven't mentioned your operating system so I can't give you any more exact instructions. If you download and install all of the available drivers for your version of windows you can't go wrong. Windows will try to use built in drivers such as the video. These work but the oem driver usually gives you more options and sometimes better performance. The touch driver will either be part of the video or the input drivers dpending on what version of windows.

Taskmanager popup

Let's start as simple as possible:
Do you have a loose connection / glitch at the power-connector? Check and solder (link to manual for disassembly is further down in this document)

To me this looks like a stuck key (not necessary one on the keyboard):

create live-usb-ubuntu:
1. download and burn ubuntu 8.10 to cd.
2. boot _any_ computer with it, connect >1GB USB stick.
3. System --> Administration --> Install to live usb
4. Boot from live-usb-stick that you just created
5. open terminal (Applications --> Accessories --> terminal)
6. paste this: sudo apt-get install xev
7. paste this: xev
8. hover with mouse over white box
9. make sure not to press any keys or move the mouse. Now flip the screen or try to recreate a situation in which the task manager would pop up in windows.
10. what's the output in the terminal window? Try to pinpoint exactly how and when the events are generated.

There should be no event generated, when you physically flip the display (which means you don't have to replace the hinge).
Press every single key you can find on the laptop. Verify that each key generates exactly one event.

If you find that there is a series of events generated without any key pressed, try to clean the malfunctioning key. (Service manual for disassembly)

It might possibly be a broken hinge (20USD). Flipping the display and pressing soft keys (Q, rotate, e) does not generate events in xev. Any other button does.

This sounds interesting. Are you ordering the part from HP? If so, they should be able to provide the part number. Otherwise, you will have to get hold of a repair manual- they have the parts lists. Here is a phone number for HP Support: 800-HP invent.

Disable TC4400 auto rotate

First in Control Panel -> Tablet and Pen Settings, select Display Tab, then click on Change button next to Sequence. I set 1 as Landscape - Primary, then 2-4 as None.

Second, Go to Control Panel -> HP Quick Launch Buttons -> select Preferences tab -> uncheck the checkbox that says, "Enable Automatic Mode Change"

This worked for me!
