Hard Reset is the only way. If it was asking for a SIM Lock or PUK Lock, that can only come from your cellular provider. They locked it and only they can unlock. Usually reported stolen :>)

PUK lock (Personal Unlocking Key). It's a security feature on most mobile devices that protects your SIM card data and unique for SIM card.
May I suggest that you contact your sim network provider as they are the only one who can provide you the PUK codes. Once you done the PUK unlocking you can use the unlock code.

But if you put in the SIM card correctly, you need to check your mobile phone if it is open to the network of the SIM card. If your mobile phone is unlock for all networks available in your country there is a problem on the SIM card. Please contact the network provider.

You're a bit late in taking the action. However, you can contact your network provider now, explain your situation and ask him to block the IMEI number. The network provider might want you to file a police report to ensure that the theft was authentic; so do that. Once listed, regardless of what network is being used on the stolen device, it won't work and the network provider will be able to trace the stolen cell phone.
The process can vary from city to city, however it's best to report theft to police and contact your network provider.

Two options :
1) the phone is locked to certain network (eg lock to Vodafone ) and you have Orange SIM. - Need to be unlocked.
2) The phone is blacklisted (reported stolen/lost) - is useless.

Try checking with your service provider if there's any outage problem in your area. Which is possible since you don't have any bars for signal on your phone.

There are 3 causes of Sim Card Registration Failed, when you first turn on the phone, the sim card attempts to connect to the network if it can not do this it gives a message like Sim Card Registration failed.

1, The sim card is turned off (is it Orange) if you have had the sim card for a while and it hasnt been used they will turn it off, you need to contact them from another phone to get it turned on or get a new sim card.

2, The phone has a hardware reception problem, when it attempts to register itself with the network it can not... There is a reception problem and it requires repairs, this isnt really an easy diy job on this handset.

3, The phone is blocked, i.e reported lost or stolen. Some networks when a phone is reported will allow it to get reception but will not let it make calls, however other networks will not give it reception at all and hence you get a Sim Card Registration failed message.
