I had the same problem. Then I read about the volume controls on the right speaker. They are silver buttons for me on the front bottom left and right of the speaker. Now they play really loud!

use another device like your i pod to make your jbl sounds louder and then plugged it to your pc without turning it off. after plugging try to test it if works.

Vista is now known to have driver acceptance problems and the manufacturers of peripherals are getting bolshy at hiving to provide answers- there is a war breaking out between uncle Bill and the rest of the trade. But try on line with the Sound system providers you may get lucky

this problem is bcoz of the buttons only it require servicing see if you can show to service pesonnel he will help you out.

I believe your old sound card may be of higher quality than your new one, I had the same problem years ago what I did was this, I ran my speakers through an old dedicated dubbing cassette player out of an old kenwood stack stereo then into the computer, the cassette has a mild adjustable preamp when in record, you will have to put the deck on record the rest of the time with a blank tape- any old cassete deck will work.(thrift store) and your going to need a couple parts from radio shack. If you have the know how I suggest switching the audio cards out, drivers etc and / or seeing if you can have them both plugged in without an issue. If issue then try cassette then call and complain to the computer company for installing sub standard equipment.

have you tried this control panel sounds and audio,volume,advanced,speakers select the appropriate speakers from the drop down list or navigate to the device manager scroll to system devices + to expand,system speaker right click properties then select use this device (enable) also you might check
the speakers plug/outlet is usually at the back of the computer you will have to open up the computer to check the lead attached to the rear of the input plug make sure the connection is good
try cleaning your computer of dust using a fine air blower from a compressor making VERY sure that there is no MOISTURE in the air line specifically around the sound card and the CPU central processing unit dust causes static to build up in a computer

I actually have this same problem with speakers & another computer (not at this location, so I can't give model #). I actually get some sounds, but things like YouTube videos the sound is EXTREMELY LOW (the only way you can hear it at all is to put your ear ON the speaker). This new computer is Windows 7, the other computer is Vista OS.
