I'm trying to shoot pictures and I can't. The shutter is not going off

With the power off, hold the camera in your palm and smack the front of the camera on your leg or arm. You might have to smack it a few time to get it to work. It has to do with the camera CDD lense (shuttle) being stuck. By smacking it around, it will free up the lense. Being extra gentle with it though. It worked for me. Hope this help.

Sounds like you turned on Exposure delay mode (menu d10). This is similar to the "locking up the mirror" (or somethign) feature on canons.
YOu only need it when you doing a tripod shot with long exposure and you want to minimise absolutly all possibility of shake from the camera its self. Lifting the SLR mirror will cause small shake. Generally you can turn this off (i've felt it ona few times my accident and been confused for a second)

while using slr cameras u always see in the viewfinder bcuz slr is a single lence refleime u can see the picture after shoot by clicking on play back option this is a feature of an slr camera

yupz.... r 09,, it was not an error. it mean a value of the camera memory buffer . a memory buffer is temporary memory before your captured images stored to memory card.
The 'Err' error message, mean your camera is malfunction. and all you have to do is contact nikon service center
