Might be a silly question but are trying to turn it on whilst the charger is connected? Most (if not all) of the Phillips rechargeable shavers will only operate without the charger connected so as to avoid connection to the mains whilst in a bathroom etc.

On the Andis T-Outliner trimmer if the sharpness of the blade is worn out, all the tricks and treats won't make this blade to cut hair. Before I do any kind of work to the trimmer, I first test the coil for the right amount power, I can get out of the coil, without this power, it doesn't matter how new or old the trimmer is, the trimmer will not cut hair at all. If the coil is good, I will sharpen the blade and set it according to your needs (lineups or shave setting) after the blade is sharpened and set. The trimmer will need to be, adjusted for alignment to the blade, adjust the power of the coil, and adjust the tension for the blade. All these factors are involved in the Andis T-Outliner to cut hair clean especially lineups or shaving. These adjustments work together for the trimmer to work properly. I know that we all trying to save money, which is part of life, but sometimes frustration will take over and say hell with it, I'll buy another or forget it. It's possible your battery is burnt out and the lights will activate back and forth as the sensor tries tell you its charged or not. You can take the battery and get it checked out where they sell that make of trimmer. have them install a new battery to see if that works for you. If that does not work its probably cheaper to buy a new trimmer.

Check the black and white power wires to the motor. You will have to open the trimmer casing. I have 2, 18 inch B&D hedge trimmers and both of them stopped working due to wires coming loose at the motor. I re-soldered the wires to the motor and both trimmers work fine.

the trimmer may be jammed with hair particles. clean the trimmer blades really good with an old toothbrush dipped in rubbing alcohol. you can also turn it on with the tip of the trimmer blade dipped in a shallow container of alcohol.
if your trimmer blade is sufficiently clean and still doesnt work, the rocker arm that moves the blade must be broken. Remington does not offer replacements for the trimmer part
