If I understand you correctly, when you leave the handset in the cradle and press a line, you can hear the dial tone. But, if you lift the handset and then select a line you don't hear anything through the headset. If this is correct, I suspect the handset is damaged, the cord is damaged, or if you're lucky, the clips may not be plugged all the way in on both sides. If you have another phone that is the same, you can switch handsets to test this theory.

I am not sure which country you are in, but in Australia your divert depends on your phone carrier not your model. If your carrier and call plan supports call forward you just dial their set number and follow the prompts to turn on or off.

while the phone is hung up, press #725. Then press any line button that isn't solid green until it is. You just have to cycle to "Always"

You need to do this from the Admin phones, by default the lowest ext #'s on the system.
This is system programming not the phone itself.
Refer to the Attendant guide for the phone system model your phones run on.

1. have the first call on the line (do NOT put on hold), (call 1 or 2)
2. press CONF key
3. dial 9 for an outside line and dial the number
4. press CONF **twice** to join calls.
