If your phone system has 6.1 software or up then yes,the tech or vendor can program it for you. If you know how to program look under Config/Lines for Ring Type.

Sounds like a bad phone. None of the M series phones have batteries that need to be changed. Swap the phone on another extension with the same type of phone. If the trouble follows the phone, then the phone is bad, and if it stays at the same location then the port on the phone system is bad.
You can forward an extension that is not used at all, and has the lines assigned to ring that you want to forward to an outside number. In programming have the extensions set to forward on busy to the external number using 9+ the number desired. When you leave for the afternoon, take the handset off the phone, and replace it when you return. NOTE THIS EXTENSION MUST NOT BE USED BY ANYONE -- IF THIS EXTENSION IS BEING USED AND A LINE RINGS IN IT WILL BE FORWARDED OUT.

In tech programming (Config) you need to got to the Line data and remove lines 2, 3, 4, 5 and 6 from the pool it is in, make it none. Note if line 1 is in use then you cannot call out. Note sure why you would want line 1 as your outbound, systems are to use the bottom lines out and work their way up and inbound starts at the top and works their way down.

On the cross connect do you have a CO connected to that line. That is most likely the cause of no dial tone. If you don not know how to check that call a phone system expert to connect and verify your system.
In guessing that since your lines have defaulted to pulse dialing that you have an older Nortel system such as an 8x24 or a 6x16 system. That being said you'll need to program touch tone dialing on each line.

What usually happens after a power outage is the system defaults because the backup battery in the memory card is dead. That means 2 lines only on every phone, pulse dialing, and all phones ring. If your system looks like that, it's time to call the Nortel repair tech. He can replace the battery or software module with a new one and reprogram the system.
