Press the MENU button. Use left/right to select "Date/Time". Use up/down to select "Date Setup" and press the SET button. Use left/right to move between fields, up/down to change them. Press the MODE button when done.

Could be a loose circuit board connection, could be bad contacts in the battery compartment. Your only hope is to try to clean the battery contacts with alcohol and a q-tip. Sometimes a baking soda solution works better for cleaning, but does not dry like alcohol. Try not to get liquids in the camera.
