You can try disabling your anti-virus software and see if that helps to solve the issue. If so, you may need to change some settings of your antivirus to allow Chrome to connect to the web.
If that doesn't help you may also want to try the following because it seems Chrome may not have installed correctly.

Try this - this error seems to be an access/permissions issue, and various Windows updates seem to trigger different defaults, even if you've changed this before.
Open Explore (right click on Start)
Go to C:/Windows/Temp folder
Right click on the Temp Folder.
Choose PROPERTIES.
Choose the SECURITY tab.
Choose the EDIT button.
Make sure you have full permission (allow) for your user name.
If you are the only one using your computer, you can give full allow access for each profile listed.
Click on the APPLY button, SAVE it.
Restart your browser or email.
It should fix the problem.

Hmmm... sounds like the prob is in ur ISP speed!
try to contact ur internet service provider, ask them the speed of ur modem, now a days the normal speed is 512 kbps to just view videos in YouTube!

First off i would suggest you to reinstall Google chrome to its latest version. if you already have done that then please update your computer to the latests updates and try reinstalling Google chrome again.
If you still receive the error then please install this software to fix your internet issue :

1. Once installed check all the boxes and click GO to fix all the issues, try using Google Chrome again.
if the problem still continues try using another browser to see if the link you try to access works.
if there is no error with the other browser you are using then the issue lies in Google chrome, which might not be compatible with your PC due to a collision with an out dated PC or incompatible software which was installed earlier which might be conflicting with google chrome.
If google chrome is not working at all. i guess there is the choice of using other browsers for the mean time.
