Smelled the vaccum cleaner u6630-900 smelling of plastic. Pulled the cover that holds the brush in place and found that the big black belt propelling pulley nut had came off and the pulley had rubbed a hole through the plastic cover holding the brush in place. I put the nut back on the black pulley to hold it in place but when i tighten it, the propelling wheels lock.... if i loosen the nut, it propells again but the nut falls off again. I am thinking the large black pulley is supposed to be threaded. Not sure. I am wondering if my pulley has destroyed threads. Any ideas on this problem?
See if you can pick up a nylock nut for the pulley. As long as your nut is a standard thread and not a reverse thread fastener.
These nuts are self locking.

I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. Hoover Ultra U6430-900 Wind Tunnel Bagged Upright. The best way to install the belt on a Hoover to replace one or both of the belts @ the same time for the best cleaning. The average belt change is every 4 to 6 months for best results. There is a tool that looks like a screwdriver that has a right or left angle on the end that serves as a belt puller and to hook the belt(s) onto the brushroll 1st and then take your puller and then pull or stretch the belt onto the motor pulley. I have replaced both the v-belt and the larger belt with Hoover brand belts and the brushes still don't turn properly and the self-propel function doesn't work. It seems that when I lower the handle all the way down toward the floor it works fine, but no one can vacuum this way. Is there an adjustment to belts to tighten them up? Otherwise I have to get it in to the only repair shop in town which is an hour's drive.X

I have replaced both the belts as well. I have tightened the screws as someone else as suggested. The brush still will not turn unless you lower the handle almost to the ground.

It is not so much the belts, the 2 belts are only part of the solution. The average belt change is every 4 to 6 months as a rule and to change them @ the same time. The Hoover Self-Propelled works on when the handle is lower to a comfortable position then the self-propelled drive may just need and adjustment. There is a self-propelled rod that controls the self-propelled feature and it either needs adjustment or replacement or the part that hold it may be broken but either one can be fixed. So feel free to contact your local vacuum cleaner dealer with questions.
