Sounds like a bad capacitor or centrifugal switch.
Most bench grinders won't have replaceable centrifugal switch but may have replaceable capacitors.
Look for a cover on the motor that bubbles out - probably 2 screws.

It sounds like the laser needs to be positioned by an adjustment screw, or an object on the saw is blocking the laser from being seen. Also, it may help to check these things in a low light condition to see the laser light better.
