There is a possibility that your sim card has gone bad. If you have access to another AT&T phone (or whatever GSM provider you use) try it in that phone and see if it works. If it doesn't work the sim is bad. If it works you may want to try hard resetting your phone. To do a hard reset:
- Power the Device Off.
- Press and hold the left SOFT KEY and the right SOFT KEY, and at the
same time, use the stylus to press the RESET button at the bottom of
your device.
- Release the stylus, but continue pressing the two SOFT KEY'S until you see the following message on the screen:
- "This operation will delete all your personal data, and reset all
settings to the manufacturer default settings. Press SEND to restore
manufacturer defaults, or press any other button to cancel."
- Release the two SOFT KEY'S, and then press SEND CALL the button on your device.
Before doing a hard reset, back up any information from the phone that you want to keep as all user data/programs will be lost and the phone will be put back to factory settings.

Since your phone is locked, it means you need to unlock the phone to be able to use it again. It is certain that you cannot unlock this phone for free, anywhere or on any site.
Though there are some phones that can be unlock for free, but unfortunately, yours cannot be unlocked for free because it's model phone.
Some sites offer to unlock phones and charge some amount of money, but I won't recommend that for you because those unlock codes are not reliable.
I would advice that you take the phone to a phone tech within your area/vicinity, and your phone will be unlocked there within a couple of minutes. Use titl htc as a modem?
If you want to tether your phone's data plan to your computer, go to 'Start > Programs > Internet Sharing'. You will be allowed to connect to your PC through either USB or bluetooth PAN.

It comes with Vista and Windows 7 its called Windows Mobile Device Center and Sync Center on 7. On XP you just download Active Sync and install it.

HTC Tilt (Trouble Reading SIM Card)
I posted a little too early. There was one other trick I've used and I guess I should have started with that. The problem is indeed related to the SIM not getting enough downward pressure on the contacts to be recognized.
So I took a small strip of paper, about 3/8" by 1 1/4". I folded it three times. When you fold it one end will be closed and the other end will have the two edges of the paper that can open up. Using the open end will make it harder to slide under the bracket. So you will want to take the closed end and gently side it above the SIM card underneath the silver metal bracket that holds the SIM in place.
I used a post-it note as the paper but anything will do. It was working with just a double thickness but I wanted to be sure so I moved up to three layers. Depending on the tolerances of your phone you might be able to only do double layer and still be able to slide it in. Or you might need to go to four layers.

Hi,
Possible reasons for call drop
1. If the
network is congested and if you are low priority user then your call might be
dropped.
2. The signal level for an ideal call is
Transmit +43db
Receive -60 ~ -80db
Some
times while receiving call, suppose due to path loss or shadowing, if you are
receiving signal level is -95db, then your call will be dropped.
3. If the Antenna in the Phone might be at fault.
In other Words, give a Call to Service Provider and tell them to Refresh the Network. If Problem still remains unsolved, either the Service Provider have changed their Frequency which is affecting your Cellphone or the Antenna is at Fault and not able to Continue Signals at the same speed.
