What are possible reasons that the conference phone is not getting power?
If you know anyone that can test the power supply with a digital meter, you can check if the power supply works or not. the power control board on the voicestation might have blown. and If that is the case I wouldnt recommending fixing it. Getting a refurbished or used with maybe 3 months to 1 year warranty isnt that expensive on these systems. getting it fix might cost you about the same. But checking if the power supply is working or not would be the first thing you want to do. If that works. looking for a power supply is pretty easy.

How do you conference in
This will depend upon whether your Polycom is connected to a PBX system or using a public landline. If using the Polycom through a PBX you may need to consult the system admin as you will often need to enter a 'conference code' before you dial the second party ie.
1. Dial the first party and ask them to hold
2. Press the Flash key
3. Dial the conference code for your system ie. #46
4. Dial the next party and ask them to hold
5. Press the Flash key twice and all parties are joined.
If you are using a public landline (ie. home phone line) then you will be limited to the conference services that your phone company provide and these are usually also accessed via a code. There are also conferencing services that for a fee you can dial into and follow the prompts to austomatically arrange your conference call.

are you sure this feature is not blocked on your line? check with another phone connected to the same socket if you can dial the same numbers
Upgrade failed
The easiest way to fix this is to have use TFTPD32 and set the firmware in the default directory so that when the phone boots it gets its DHCP with Option 66 from the machine running TFTPD32 and automatically pulls the firmware
Add an inline volume controller
Unless you are good a solder then you probably won't be able to do it. You wolud need to solder a potentiometer inline of the + voltage to the speaker. Or solder one inline with the existing one. Potentiometer = voltage control aka volume control.

Settings should be changed, if it did not resolved the issue? check your coverage area and lastly go and seek a technician to have your device check and re evaluate the condition the mouthpiece or earpiece needs to be replace.
