No. You can't do it without a CD.

sounds like it is going terminal. If you can open it up remove the bios battery for ten minutes then reattach it. When you are doing this ensure that the main battery is not inserted and that the machine is not connected to the charger. Teassemble the machine. The bios password should now be clear. Using a good disk control app such as killdisk 9.5 or parted magic or the hard disks manufacturer's software drase it by writing zeros to all sectors. The disk should be returned to it's new/raw state if possible, only then should ypu reinstall windows.
