Change language from chinese to
You need to reinstall the operating system. This may be possible with the recovery disks you create.
When you get the option to Install you can choose the language you wish to install, you can then install the English version you want instead of Chinese.

The camera is not walking

please go to the device manager, and see if the ( imaging devices ) have the camera, and have no problems,
If there is know ( imaging device ) this means the camera driver is not installed, and you need to install it.
Please tell us your results

I can think of two things to try that might help.
1. If windows button + r key works and brings up the run command try typing sfc /scannow and hit enter. This will scan you system and fix any broken windows files but this may or may not require a windows install cd. (it will ask if it needs one)
2. When restarting the computer continually press the F8 button on the top of your keyboard until you get a menu in which you can load the computer in safe mode. If that works try to run a system restore or the command above or both to see if that helps. Either do a search for system restore or look under programs -> Accessories ->system tools.

The original language of the operating system cannot be changed without also updating the associated driver files, and those driver files are not available in languages other than the one that ships on the computer. However, the operating system can be configured to display in a different language by upgrading to the Ultimate version of the Vista operating system and then installing and using the appropriate Windows Vista language pack.
To change the language settings, a language pack must first be installed. Follow this procedure to download and install a language pack.
- Click the Start button, and then click Control Panel .
- In the Control Panel window, click Clock, Language, and Region .
- In the Clock, Language, and Region window, under Region and Language , click Install or uninstall display languages .
- Under Choose to install or uninstall display languages , choose Install display languages .
- Under Choose your method of install , choose Launch Windows Update
- Under Select the updates you want to install , select the Language Packs to install and click the OK button.
NOTE: The Language Pack updates will be listed under the optional updates .

If you just got this PC you can reinstall a new operating system in English that you buy. Installing this will completely erase and replace the present system, files and programs.
Another way is to do a dual boot - a computer loaded with two separate operating systems on two partitions (C: and D: which you create) on the same hard disc. This will give you the choice of using the original OS or another one in English for example Windows XP or a free Linux Ubuntu OS. Google Dual Boot for instructions for your model of Notebook. This will involve some study and experimentation and you may lose the OS you have now, so back up your data. Here is an example of dual boot instructions:

Refer to the Sony support website to investigate whether you have the right driver installed for your Operating System. Should this not work and you are running a windows system try performing a windows update.

Sounds like a possible driver issue.
Go to Sony's support site and download the latest drivers for your Camera, namely the WebCam Companion software to ensure you have the proper drivers for your integrated webcam.

A restart is usually needed after the installation.
Test the software to ensure you actually get proper video from the webcam after driver installation.
Test it out on Skype if all goes well.
