Sorry but after I finished the post I noticed that the questuin is for the Casio FX0115ES while I decribed the calculator part for the TI84PLUS. However, the procedure is valid for any calculator that can generate a table from a given function. You should be able to implement it on the Casio. Just read the part that tells you how to create a table from a function: You should look at MODE TABLE
V=Pi*(r^2)*h
which gives h=V/(Pi*r^2)
Take this expression for h and substitute in the expression for the total surface. This gives (after simplifications)
S=2*Pi*r^2 +2*V/r
Open the table setup editor (Read your manual for the Casio)
Press [2nd][WINDOW] to access the Tabble setup
Set table start =2
Set DeltaTbl=0.05 (You can take a smaller value if you want)
Set Indepnt to Auto
Set Depend to Auto
Press [2nd][QUIT] to return to main calculator screen
Open the [Y=] editor
Enter the expression for the surface above as Y1=, using X as variable Y1= 2*Pi*X^2 +2*375/X
Press [2nd][GRAPH] to create the (table)
This part is not calculator-specific
Display the table and, scroll down examining the Y1 values.
Find the value of X (ie r) where the Y1 value is the smallest.
The value of X (r) you read to the left of of the minimum value of Y1 is in centimeters (because 375 mL= 375 cm^3)
The r-value that minimizes the surface should be around 3.90cm
Substitute this value for r in the expression for h above, calculate the value of h.

Two alternatives:Press SHIFT MODE 6 then a digit greater than 2 to specify the desired number of digits to the right of the decimal point. For example, of you select 3 the number will be displayed rounded off to 0.004 .Press SHIFT MODE 9 2 to select the NORM2 mode.Be aware that in any mode if the magnitude of the number drops below 10^-9 then the calculator will automatically switch to scientific mode. The calculator can't display more than nine digits after the decimal point---the display just isn't big enough.

How do i calculate antilog
For common logs (logs in base 10) use the 10^x function : Press [SHIFT] [Log] to access it.
For natural logs, use the exponential function. Press [SHIFT][ln] to access it.
How do you enter mixed fractions?
Look for the key that has the template of a fraction : A solid white rectangle, a fraction bar an an empty rectangle. That key should be between the CALC key and the change sign key (-).If you press SHIFT followed by the fraction template key the calculator displays the template of a mixed fraction. In the rectangles type in the integer part, the numerator and the denominator. Use the arrow keys to move from one rectangle to the next.
How to graph polar equations
Your calculator does not have graphing capabilities. On a graphing calculator you would first select the graph type 1. function y= f(x), 2. parametric x=x(t), y=y(t), 3.polar r=function(theta).

X and Y are the values of the coordinates.
If angle is in radians, [SHIFT] [MODE][4:Rad] the command

I just realized that your question pertains to the FX82MS but is listed under the FX115ES (That is quite a difference) So my answer above does not concern you but I will leave it as is should anyone need the answer for the FX115ES.

My calculator casio fx-350ES doesn't
Not all calculators have that. The Fx115ES and the FX991 ES have a lot more options thatn the FX300Es and FX350ES. I believe you only have COMP (general computational mode), Table and STAT.
Why? It was not designed that way.
How to calculate 0.3log(base 2)0.3 using fx-991ms
Your calculator knows only the decimal logarithms log or log_10 and the natural logarithms (ln or log in base e).
So you cannot compute directly the logarithms in any bases other than 10 and e.
A workaround consists in using the relation
log in base b of a number a (log_b (a))
log_b(a)= (log_10(a) ) / (log_10 (b))
or the relation
log_b(a)= ln(a)/ln(b)
log_2(0.3)=log(0.3)/log(2) where log is log in base 10
Similarly
log_2(0.3)=ln(0.3)/ln(2)
As to the multiplicative factor you had at the beginning of your expression, just multiply the value obtained by one on the formulas above (both formulas will give the same result) by 0.3
