You'll need to contact the service provider the phone was made to be used with (AT&T, Verizon, whomever). Their name or logo will be somewhere on the phone.
You'll provide to them the IMEI which can be located by removing the battery from the phone. On the back of the phone, there should be a sticker where the battery was. This sticker will contain a number called the IMEI. When you contact the service provider, you'll give them this number and they will give you the unlocking code.
Once the phone is unlocked, you can get a new service provider in Libya and you'll just put their SIM card in the phone and it will work.

You will not be able to use without the password, unless you reset it completely - or block the paswsword and have to unblock it.

I am actually unsure what could have caused this. It might not be unlocked correctly or could have been damaged when the software was modified. But T-Mobile carried the BB7290 so if you can get ahold of the person who unlocked it for you I would ask for a branded T-Mobile phone.

You need to get it unlocked either by doing a search for unlocking blackberry 7290 and paying one of the online services.
Service providers will unlock their phones as well just tell them your traveling abroad and you need to unlock the phone. Otherwise if it is not affiliated with a service provider you will most likely have to pay someone to get you unlock code.

I do apologize but in order to unlock that phone you will need to either call the provider it was from and tell them your traveling abroad if you are currently with the provider or know someone who is they should be able to unlock it.
Otherwise you will have to pay for the unlock online. Sorry I have searched high and low for software I can use to unlock multiple phones and I have yet to fine it for the blackberries.

It is unlikely you will find one, Having dealt with RIM it is my understanding that the unlock is not generated from the iemi but is hard wired in to the unit when built, the only way to unlock is to contact your current provider and pay for the code, given to them by rim

If it is set for one service supplier it should work on that sim - I suspect its locked on another supplier - question the seller on ebay - if he is ingenuine you can always leave bad feedback.

Like you being with T-mobile, I bought a cingular phone off ebay that wasn't unlock. My sims didn't work either. My network just said call Cingular which is now AT&T and they gave me the MEP code to unlock it. Beware, you need to confirm all of your information from your network before they will help you.

No, this problem needs resetting at a dealers. The unit needs connecting to a computer with the right software.
If it really yours then you should go to your dealer with the appropriate id or proof of purchase.

The unit shouldn't have locked-up...just reset itself. It would have wiped the data and settings, rebooted and started out as brand-new.
If it has truly locked-up, try removing the battery and re-inserting it. The unit should then boot up. If it doesn't, I would suggest calling your service provider for assistance.
