Pn43d490 clicks blinks red light twice and will not turn on
do you have a dim screen? if you put a torch to the screen at an angle can you see the picture?if so this means the backlight is out, it could be the inverter board or the bulbs themselves though this is unlikely.do you get the 24Vgoing to the backlight from the psu?

There are so many reasons for this fault. You should start with measuring the output voltages from its main power regulator board itself. Actually, this is a skilled work. Any user, who doesn't have sufficient knowledge in electronics, and have experience, can't do this, especially to Plasma displays. If you are sound in electronics,

the capacitors seem to have gone bad if they have like a black dot on them it is a sign they have actually blown they can be replaced by placing new ones on but it would be better if the board was replaced (unless you wish to replace those capacitors please please do be careful in doing so they hold enough charge to give you a bad zap even kill if one isnt careful)

Before going further; try a hard reset first. If it does not help you, replace the main digital board. There are two methods to reset TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight is better. This procedure will make it a hard reset.
