First you have to find out whether data connection is enabled on your mobile. This is provisioned by the operator. Next thing is to make sure you have the right settings as per your operator. Go to settings connections and verify the gprs settings. You need to put in the right apn. This is again operator specific. Your best bet would be to get it configured through your operator.

Pull out the stylus from the back of the HTC Touch Diamond or the side of the HTC Touch Pro.

Using one hand, press and hold the volume down button on the
left side of the device, the power button on the top of the device and
the circular button on the face of the device. It is generally easiest
to hold the volume down button with your thumb, have your palm over the
LCD, press the power button with your index finger and the circular
button with your pinky.

Continue to hold the buttons down while you turn the device
over to access the back side. Use the stylus to press the "Reset"
button, located near the end of the stylus cavity on the Diamond, and by
the port on the bottom of the device on the Touch Pro. Release the
"Reset" button, but do not stop holding the volume down, power and
circular buttons.

Turn the HTC Diamond over and watch the LCD. When a message
appears saying that this operation will delete your data, release the
three buttons. Press the volume up button to complete the hard reset.

Slide your finger to the right along the bottom of the LCD
until the "Settings" option appears. Tap "All Settings" on the device.

Tap the "System" tab on the screen and then tap "Clear Storage"

Select the drop-down box and choose "Clear Storage Only."
Type "1234" into the text box confirming that you do want to delete your
information and then press "Yes."
