Most turntables require a preamplifier ot AMPLIFY the miniscule output of their PONO cartridges and are not usable by anything BUT a specifically-labeled PHONO input, which your CD recorder does not have.

But you probably need or have other electronics for driving speakers and listening to the CDR. Maybe IT has a PHONO section.

With the unit in Standby mode (off), press and hold the Display button. The trays will then unlock.

I don't know what you are using to check the caps but in order to find the culprits, it's almost mandatory to have an instrument that will measure both capacitance and dissipation factor (DF) since that is what is killing most of our modern electronics.
If you don't find any caps pregnant or leaking deposits and plan on shotgunning it, I'd start with those with values between 4.7 & 100uFd as these are the most common failures and mostly in feedback paths and are lower voltages.

The Philips parts network may be in tattered condition currently because of their abandonment of the US market, turning over everything to Funai, a Japanese maker of miserable junk.

You power off then power back on while holding down the fast forward and rewind buttons on the recording side simultaneously. The display moves through a sequence of numbers and the trays will then open.

Unplug the power cord, then hold the fast forward and fast reverse while plugging the power cord.

Disc recover occurs when the power goes off and comes back on halfway through a disc being recorded. Try a new disc? You may have a faulty PCB on the record side.

The system must run through its routine before it can start up. If a mechanism is jammed or a switch is not contacting, it won't complete its routine and therefore will not start up.

Question edited for clarity. It you have standby, that shows you have power. The only things you can try is a Power Reset, disconnect from the mains, for 10 minutes. Press and hold the power button for 60 seconds and then plug back in. If you are using a remote, check the batteries in the remote. You can also do the check to make sure the remote is putting out a signal. Aim the remote at the front facing selfie of a smartphone. You should see a flash.
