Uniden EXP370, un pluged to paint; after no base
You have lost registration due to battery lossing charge. This is the sign of your phone battery going bad. I would suggest you purchase new batteries and then charge the for 5-7 hrs initially. One you have fully charged batteries you can register the handset to the base.
We checked battery at radio shack...fully
You need to register the handset to the base. One way that works for most phones is to page the handset from the base. If that does not work then you need to find the manual
There is a scratchy interference
First of all you should try to narrow down the possible causes and isolate the problem a bit.
The scratchy interference can be caused by either the phone itself, or by a fault somewhere in the service line or in the house wiring.
The easy way to troubleshoot this is to take another known working phone and plug it into the exact same phone jack that the problem phone was in. Report back whether the second phone had the same type of interference in it as well. If so then the problem is probably not in the phone itself.
Also try plugging the problem phone into a known working phone line, preferably at another residence. See if the phone operates normally on another different line. If the problem persists in the phone while at a completely different location then you know that the phone itself is to blame.
Other possible causes of this fault are a bad patch cord which runs from your phone to the plug in the wall. Try a different cord to see if the problem goes away.
Since the unit is a cordless model, the problem may be weak batteries. Try letting the unit fully charge before testing to see if that makes a difference. If the handset battery does not hold a charge for more than a few minutes, then just replace it with a new one.
Also do not place a cordless phone / base too close to another wireless device like another cordless phone, microwave, or a computer's wireless router. The interference between the two can cause poor reception.
If you have many phones in your house, try unplugging a few to see if the signal improves in the problem one. Having too many phones plugged into one line can reduce the quality of the telephone signal and cause poor performance.

That is not your problem. VOIP has issues switch back to a regular phone line. You can not change the frequency of your phone with out buying a new one that uses a different frequency you can change the channel but none of these options will fix your problem.
Background noise similiar to a flurscent light
A common problem is background noise if you did any of these silly things:
1. Keep handsets away from microwave ovens, computers, remote control toys, wireless microphones, alarm systems, intercoms, room monitors, flurscent lights, or electrical appliances.
2, You have to move to a different location of your house & I bet ya it decreases the background noise.
3. Remember its a cordless phone and needs clear signal to and from answering machine because thats what is connect to the phone jack.
4. Try switching phone jacks.
5. I had similar problem but it was will all phones and found the telephone repair guy had crossed a neighbor's newly installed line with my line at the terminal by the street. Boy was I fuming mad.
Is there a way to un-delete a message?
No, you can no un-delete a message. I know I deleted all without thinking about it and found it impossible. These are not the cheap old ones which allowed power plub to be pull out and reinstalled to retrieve deleted messages. These are digital and once deleted you can never get back.
