i am trying to undestand what you mean with minumum.in refrigeration minumum is very cold which would be a good thing.but i am assuming you mean your cold air is not cold enough.this small units generally don't have a charging valve,but if it does yes you can charge it more but not to much because your air is not going colder if it has too much freon.in thecase the unit does not have a valve you can install one but you need a torch to solder it and the use a vacuum pump to remove the air insede the tubing then you can charge the freon.also in the refrigeration stores they sell solderless valves which you can install but have to be very carefull that they don't leak after isntalled.hope you got all my expanation and it can be usefull foor you.

Since you have detected the leakage and the sweating of the coil.

You can get the technician to install a new coil into the air conditioner from below it to the upper coil.

Also ensure that the coil does not have any form of leakage.

it leaked out some where, so the leak would have to be repaired first . consider the cost if worth it.

Setting temps on a Wall unit or a window unit - depends on where the Unit is in the room ( area), the stat in the unit is reacting to the the return air ( at the Unit) . If the Unit is not large /small enough then you will have a problem - 1. To Cold near the Unit and to warm the further away you are from it.
2. If the Unit is facing a wall to close, the unit can short cycle ( entire room will be warm). Dedending on the room and heat load - check and see if the Unit is the proper size. " to much of a good thing " is bad - not enough maybe to ( not cooling the area properly). #3 Control is defected ( age of Unit ? )

you proably do need a piercing valve as those units usualy have no acces to the refrigerant. be carefull on how you do that the best way is to braze a fitting on and pull a vacuum then charge. most piercing valves will end up leaking on you down the road

I would first try cleaning it out as any dust build up will decrease the ability for it to cool. Then I would go and have the freon pressure tested. Does it feel like cool air is coming out at all?

Check if the condensar ( outside fan unit) is getting enough free ventilation. IF there is no free air flow you will mostlikely be triping the unit due to short cycling. Ie the unit is pulling its own discherge air causing the compressor to trip due to high back pressure
