Please check the carb and clean the jet and various nozzles as it seems that there is not enough fuel reaching the engine. May be the fuel filter is clogged. If so, then it needs replacement. Do that.

It might be that you have a clogged vacuum line. Had one do this to me. It would start and run til it got to about 3000 rpms. Then it would not take anymore throttle. Vacuum line had a dirt dopper nest built in it. Cleaned it out instantly ran like it should. It wouldn't let the diaphragms in the carbs open.

Just bought a 1994 Shadow 1100.Bike was sitting for a while Got it running but wont idle,and Back fires .Would this be a carb.problem or something else?

Yes, it is a carb problem. The carbs need to be thoroughly cleaned. It won't idle because the slow speed circuit is gummed up. The back fire is a situation where one carb is driving another. The best carb is driving the engine and the worst carb is running rich. This imbalance causes the backfire.
