The battery is under the seat and can be accessed by undoing two bolts. A 3 minute video showing a complete battery replacement on a 2005 GSXR is in the link below.
If its a "new" regulator it could still be bad. Take it to a shop theyll test it for next to nothing. I know on my 08 gsxr 1000 if the stator is bad it wont hold a charge either, not sure if the boulavard has one.
those bikes are infamous for charging problems. could have a bad reg/rectifier and fried the ecu. as for what might have caused these issue, have you ever jump started your bike from a car? also, there was a recall on the bikes for charging system. you can contact your local dealership for more info.
