The rear brake light does turn on properly for the front brake, but I have to shift quite a bit of weight on the foot pedal before it lights up.

If your brake lights are not coming when pressing the foot brake this means that there is something wrong with the switch..Have a closer look near the brake lever and you will see a spring attached to it which in turn is connected to the brake switch..Try to pull it down and if you see your brake lights working then you only need to adjust the spring setting..Else try to make a manual close connection and if it goes on then replace the switch..

Have you tried powering the brak circuit itself at bulb. If it comes on then you need to find broken wire between light and switches. Since neither work if you can trace to where they meet break should be behind that.

You should have two filaments in the reat taillight lamp, one for tail light and one for brake light. You are not confusing these filaments/functions are you?
What you seem to be saying to me is that you have a lamp that had no tail light filament (burned out) but does have a brake light filament still intact.
Remove the light and check it visually and/or with a contunity tester.

You need to check you rear brake master cylinder. Something is wrong with this as your rear brake is not working. The brake light for the rear brake is activated by a pressure switch whereas your front brake light is activated by an normal push/release switch. Fix your rear brake problem and the brake light problem will be repaired as well.
It may be time to rebuild your rear brake master cylinder.
