Always started on the button until today: now won't fire up. Battery is ok (new) reading 13.5v before load. Vaccuum fuel tap is ok (outlet emits fuel when engine turned over or syringe used on vacuum line to drop pressure on same,) opening drain screws on carbs shows fuel so presume fuel getting to carbs, holding spark plug to engine shows spark. I am at a loss as to where to look next.

I will take the plugs out tomorrow when I get another spanner(my own spanner is not long enough) and just replace them anyway so I'm sure they haven't broken down etc. The choke mechanism appears to be working ok and I did use it when attempting to start. Operating the handlebar lever moves the rail in front of the carbs sideways and allows the brass rod to slide out to the right. Also, there is a power restrictor on the bike to reduce hp for novice riders (my son), this being a rubber intake reducer on the air filter carb inlet. I looked at this and it seems ok in that nothing has fallen inside or blocked the opening.
no clicking noise (I presume you mean is the starter solenoid engaging?) All electrics work inc. neutral light and engine turning over as normal and with prolonged turning over smell fuel in exhaust so surely have to be gettin fuel to cylinders. I will have new plugs in place in about 4 hours and will post result then.

Do you hear a clicking noise when you try to start it? Does all of the usuall lights light up? Is it attempting to crank over or is it not doing anything at all? Neutral light on?

Have you checked the spark plugs?
Remove the spark plugs and examine them, clean em up and retry, check the gaps too.
Have you tried to start her up by using the choke?

My carbs are leaking lots of gas out of drain lines like a gallon every ten miles. I have the carbs off now and am trying to find problem but all looks OK. What can I adjust to make the carb stop filling the bowl once it is full??
