Air blend actuator 2000 ford explorer is not working?

First, insure you do not have a vacuum leak or bad vacuum check valve. If this is all good, you may have to change actuator and every model has a different way to access this--some require dash removal. If you must do this, get a shop manual as the air bags CAN BE VERY DANGEROUS!

Is spark plug working on crank shaft speed

Yes, there is a CPS (Crankshaft Position Sesnor) that signals the ECM to fire the plugs. If the engine cranks but won't start and there's no spark, it could be the CPS. Look at the tachometer while cranking the engine and see if it moves off of 0 RPM. If it doesn't, then it could be the CPS. The best way to check it is with a OBD 2 Scanner. It will give you a no crank signal code, or perhaps another code that will lead you in the right direction if it's not the CPS.

Is this my Ford Model

Yes, it is a 2000 model. The VIN number specification shows that the 10th character is the model year. In this case, that character is "Y". According to Wikipedia's table, Y indicates 2000.
