You did not mention whether you have a manual or auto trans.
There are two relays. One start relay and and one anti theft relay (if equipped).
If yours is auto equipped the switch is mounted where the shift cable is attached to the transmission.

I do however suspect you have the manual transmission as there is a service bulletin for a no crank problem. Here is the bulletin.

You can't bypass safety features on a car like a Saturn. All of these features are controlled by the Engine Computer, the ECM.

You need to fix the problem rather than trying to find a way around it.

What all safety switches are on a 1996 ford thunderbird

I think the only safety switch in the starting circuit (which just engages the starter motor to crank the engine over) would be the neutral safety switch. But if you have the anti-theft system, that will inhibit starting while honking the horn and flashing the headlights, too.
There is an inertia switch in the wiring to the fuel pump which could trip with a large bump, but it would only shut off the fuel pump, and not affect the starting circuit.

The neutral safety switch wiring would be found in the wiring to the Transmission Range sensor, which also needs checking.

Neutral safety switch

DOES IT START WHEN YOU PUT IT IN NEUTRAL, ALSO THE NEUTRAL SAFETY SWITCH IS LOCATED UNDER THE DRIVERSIDE CLUTCH PEDAL UP IN THE COLUM, IT SHOULD HAVE ONLY TWO WIRES FOR A REPLACEMENT.

Ifyour car is an automatic it will have a neutral safety switch or sometimes called a trans range sensor.Also some cars have a starter relay in the distribution/fuse box under the hood as well as check the diagram on the lid of the box for a starter fuse.

The car want always start in part or neutral. where is the neutral safety switch? and what do it look like?

The neutral safety switch is either on the transmission or within the shift mechanism. So if your shift selector is in the steering column it will be there and if it is on the floor look there. It is just a button.

Does not have a neutral safety switch , it has a clutch inhibit switch.It is located at the top of clutch pedal and is threaded into a bracket or is on the rod that goes from clutch peadl to master cylinder.

your gear selector switch is our of adjustment.  Also on this car do you need your foot on the brake to start it?  if so check the adjustment on that switch
