There could be two issues with the VSS. Either the VSS itself is bad (not a bad thing, easily replaceable) or the gears inside of transmission for the VSS are bad (bad thing, trans removal required). I'd start with a new VSS, see how the car reacts from there.

it could be any number of things, 3rd gear may be out in the trans, it could be the computer telling it not to shift, it could be your cable is out of adjustment. Your best bet is to go to a qualified shop or the dealer and have it looked at before the trans is burned up causing a couple of thousand $$$ is repairs.
If it wont shift at all, its very likely computer related. Its unlikely it could be vacuum because of its age. Their is a computer for newer trans and sometimes some of the components can fail. I once bought an accord that lost 2nd and 3rd due to its computer, shifted great after i hit the junk yard. If it shifts hard though, solenoids and valve body gasket.
try driving and shifting each gear manually, by hand until u reach "D". Also try some "trans X" sold at autozone& Advanced auto parts. try to run RPMs as high as possible before shifting.
