It sounds like the engine timing is not advancing you need to have a diagnostic machine wired to it to see what it is doing. it might be something as simple as bad gas.

You did not post the year make and model BUT you should not drive the vehicle because when the check engine light flashes, you can cause damage to your engine. You need to get an OBD reader from a chain autoparts store and see what codes are present.

Sounds pretty normal for a 4 cylinder car, if that is what you have. It could also be considered to be normal for a 6 cylinder car. The cars with the smaller motors are designed to downshift in high load situations such as steep hill climbing. This is to compensate for lack of torque. It keeps the motor in it's power band so you have the power to climb the hill.
Coil pack should in the front top of motor, with engine running remove one spark plug wire at a time from coil pack ( careful not to get shock ) they should all have spark, if one don't replace coil pack.
good chance you have a clogged cat converter ...with engine running have someone rev engine and see how much flow you have out tail pipe. also if you hear the sound of something rattling inside exhaust that is another tell tale sign
