Question edited for clarity. Cranking IS turning over. You are cranking but not firing, or starting, or running.
If you haven't much pressure at the rail, your likely problem is not enough fuel pressure and the fuel pump needs replacing. One post here says you need 39 PSI and another says 49 PSI. What do you have? You need to test with a pressure gauge.

If it's been sitting a while it's always a good idea to put some sort of gas treatment in it. Ethanol added to gas nowadays is bad about getting water in it if it sets.

The first thing I would do since you think it was flooded is to replace the sparkplugs, sometimes if a spark plug has been washed out with gas you cannot get it completely dried out. After you replace sparkplugs try to start the engine. If the engine starts I would still recommend that you change your oil because of fuel saturation. If your engine fails to start I would suspect that you have a bad crankshaft position sensor as it is known to give problems. The crankshaft position sensor is located on the top of the transmission bell housing on the drivers side.
Check the gas you have filled up with, check compression on cylinder head, if deisel then check that the injectors aren't blocked and the heater plugs are warming..... hope this helps
bad egr if it happens while pushing pedal will also cause a rough idle,if so plugs will have to changed for they are fouled out.going by your posting so if you have more info let me know,black smoke ect.
there are alot of things that cause this same issue.
