Talon is overheating

There are a few things that cause overheating. Here is a list of the most common causes:
1. Stuck thermostat
2. Inadequate amount of coolant
3. Malfunctioning engine coolant temperature sensor (near the thermostat)
4. Malfunctioning coolant thermosensor (attached to the radiator)
5. Malfunctioning water pump
6. Malfunctioning radiator fan
7. Inadequate amount of engine oil
8. Clogged or damaged radiator

Eagle talon will not shift.

A transmission usually does this if it can't read the turbine speed. Some cars use the VSS (vehicle speed sensor) for shifting and others use the TSS (turbine speed sensor) for shifting.

The TSS has a single bolt and a 4-wire connector. If your speedometer works, then I would suspect the TSS is bad. It'll be found in the transmission. Just follow the wires you see running to the tranmission and look for the 4-wire sensor with a single bolt.

I have a 95 eagle talon 2.0L 5 speed. heater problems

You may have a vaccume leak that is keeping your duct doors open in the center of its travel. If you have knobs you may have a broken control cable. See if you hear a hissing noise behind the dash. That will get you moving in the right direction. Wish you luck!

Engine swap

i believe it probably would but your gonna run into wiring issues for example a 2.0 crank sensor runs through the mass air flow sensor where as a 1.8 does not

Swap 5 speed neon trans to 5 speed talon

Check the bolt pattern on both transmissions. they should be a match but may need a washer to make up for the depth of the neon trans
