Thanks for the rating, on the tensioner pulley the bolt that holds the pulley in place put a wrench and turn it clockwise that will loosen the tension on the belt, remove belt while holding tension, rest, rout new belt and again release tension and install new belt.

Why does it turn over making a whining noise and does not start?

Try cranking the engine with the belt removed.
You may have another pulley that is locked up.

Is there a movable part that i can loosin to make the belt fit and where is it located and what size tools do i need

Hello: With the hood open, stand in front of the car, the pulley at the top of the engine is the belt tension-er pulley. Use a 15mm box end wrench on the nut/bolt in the center, rotate the wrench clockwise to release tension on the belt.

I was just driving my 2003 Cadillac CTS it was driving just fine for about 5 mins when I tried to turn onto another street, it acted as if the power steering has quit. I had previously made about 4 turns...

Either the car stalled or the surpentine belt broke and came off. Check your surpentine belt.
Good luck and thanks for your question and I hope my suggestions help. burdfrenzy

What tell signs when the tension pulley is going out on a 2003 cadillac cts ?And tell me how can i change it myself?

sqealing from the pulley. resistance or binding in the motion of the arm when relieveing tension from the belt. check all other pulleys while the belt is off. wiggle and spin them to check the bearing. there should be very, very little or no latteral movement when wiggled and smooth, noiseless rotation when spun. make sure the fastener is tight. chec torque specs

How to replace the surpentine & drive belt for Town ace - Toyota

you are going to need i believe a 15 or 17 mill box-end werench. Find the tensioner pully. it looks like two small pulleys attatched by an aluminum bar. put the wrench on the pully that dosnt move that looks like it is bolted to the engine and pull one way ot the other and it will loosen the belt. Under your hood there should be a white sticker with a diagram on how to put the new accessor/ serpenitne belt on. If you are having troubles before you try this go to your local autozone or checker auto parts and have them show you. Usually they are nice enough to help out.

Replace the serpetine belt

My sincere apologies for the severly delayed response.
I am personally going back to answer your unanswered questions.

I do not know if you still need this information, however I am answering it in case you still do.

Click on the following direct Link. It has A Diagram for your Belt.

Standard Rules to Removal the Serpentine Belt with a Tensioner:
1. Find the Tensioner(s). (See Diagram on Link)
2. Using a Serpentine Belt Tensioner Tool, Or Wrench OR Ratchet, Rotate/Move the Tensioner USING THE AVAILABLE NUT (on the Pulley or Arm Base) OR the OPENING (3/8ths or 1/2 inch square opening) rotating it\moving it away from contact with the belt and towards the area where the belt is not in contact with the Tensioner Pulley. The Tensioner is spring loaded, and is hard to rotate/move.
3. Remove the loosened belt off one of the other more easily accessed Pulleys.

Standard Rules for Installing the Serpentine Belt with Tensioners:
a. Pick a Pulley that is most easily accessed. This will usually be on top. This will be the last Pulley that the belt will go on.
b. Using the Diagram: Install the new Serpentine Belt on the remainder of the Pulleys....over, under, left right.
c. Using a Serpentine Belt Tensioner Tool or Wrench or Ratchet Tool: Rotate/Move the Tensioner Pulley/Arm "away" from Belt contact area on the Tensioner. This spring is pretty hard and with a new belt, it will be even harder to install. Rotate/Move this to as-close to the maximum allowed inorder to have enough slack in the belt to get it up and over the last pulley.
d. Using your other hand - Pull the Belt up and over the Last remaining Pulley.
e. Before releasing the pressure on the Tensioner, visually inspect the remainder Pulleys and the Belts' Positioning on them

Again my apologies...
