Hyundai has an online repair manual, but you will have to call their customer service for access (password etc.). Considering you have such a great warranty on this car, might be better if Hyundai performed the job to maintain the warranty.
Your 2008 Elantra fog lamps are probably still under warranty. Take the vehicle into a Hyundai Service Center (dealership) or call the nearest one. Give them your vehicle VIN and ask them if the fog lamps are still under warranty. If they are, they will replace them for FREE!
It is located under the alternator. If you are looking down at the engine, it is to the far left. If you are under the car it is to the far right before the oil pan.
